How can I create an adjustable electro delay?

I'm toying around trying to learn how to do things, and I wondered, is there a way to slow down the electricity flow to the point where one electro goes into the main circuit every ten seconds or so?

There is a way to change frequency of electro emission in batteries : tap the pixel until the window opens, like when you are changing the tune of an instrument element.
